Two Hardcore Women Maoists surrender before Gadchiroli Police and CRPF
They carried a total reward of Rs. 10 Lakhs
Disillusioned by the hollow claims of Maoism and frustrated by their mindless violence against civilians, a large number of members of the banned CPI (Maoist) are attracted to the Surrender cum Rehabilitation Policy implemented by the Government of Maharashtra since 2005. Thanks to the effective implementation of this Policy, a total of 693 active Maoists till date have surrendered before the Gadchiroli Police. Today ie. on 08/01/2025 two hardcore Women Maoists viz. 1) Shamala Zuru Pudo @ Leela, PPCM/Section Commander, Company No. 10, Age-36 years, R/o Gattepalli, Tah. Etapalli, Dist. Gadchiroli and 2) Kajal Mangaru Vadde @ Limmi, Party Member, Bhamaragad LOS, Age-24 years, R/o Nelgunda, Tah. Bhamaragad, Dist. Gadchiroli have surrendered before Gadchiroli Police and CRPF.

1. Name: Shamala Zuru Pudo @ Leela
Tenure in Maoist Organization:
Shamala Zuru Pudo @ Leela is the wife of DKSZCM Rupesh Madavi @ Samba, who was killed in a Maoist Encounter on 23 September 2024 .
Recruited as Member in Chamorshi LOS in 2002.
Transferred to Platoon No. 03 in 2002 and worked until 2007.
Transferred to Company No. 04 in 2007 and worked until 2008.
Promoted to PPCM (Platoon Party Committee Member) in 2008 and worked as Section Commander in Company No. 04 until 2010.
Transferred to Company No. 10 in 2010 and worked as Section Commander till date.
Offences regd.: –
A total of 45 crimes have been registered against her, out of which 21 – Encounters,
06- Arsons and
18- Others offences.
2. Name: Kajal Mangaru Vadde @ Limmi
Tenure in Maoist Organization:
• Recruited as Member in Bhamaragad LOS in January 2018 and worked till date.
Offences regd.: –
A total of 08 crimes have been registered against her, out of which 04 – Encounters,
01 – Arson and
03- Others offences.
Reasons for their surrender:
Due to the continuous patrolling by Gadchiroli police, it had become difficult to move around in the forest.
Senior Maoist cadres don’t pay attention to medical problems of party members.
During encounters, male Maoists ran away leaving woman Maoists to fend for themselves and often got killed.
Fellow tribals were killed based solely on suspicion of being police informers.
Women are badly discriminated against by senior Maoists.
Senior Maoists instructed us to collect money for the movement/people, but they actually used that money for themselves, never for people’s development.
Senior Maoists exploited the poor tribal youths only for their benefit.
Rewards on their arrest / encounter:
Maharashtra Government had announced a reward of Rs. 08 lakhs on Shamala Zuru Pudo Leela.
Maharashtra Government had announced a reward of Rs. 02 lakhs on Kajal Mangaru Vadde Limmi.
Reward on surrender:
• After surrender, Shamala Zuru Pudo @ Leela will receive Rs. 5.5 Lakhs as reward declared by the Central Government & Maharashtra Government for rehabilitation.
• After surrender, Kajal Mangaru Vadde @ Limmi will receive Rs. 4.5 Lakhs as reward declared by the Central Government & Maharashtra Government for rehabilitation.
Due to the intensified Anti-Maoist operations conducted by Gadchiroli Police and the golden opportunity provided by the Government of Maharashtra for Maoists to surrender and lead a respectful life, 46 hardcore Maoists have surrendered before the Gadchiroli Police from the year 2022 till date. In the year 2025, in first week itself, 13 Maoist cadres have surrendered including surrender of 11 senior cadres before Hon’ble Chief Minister of Maharashtra on 01/01/2025. This action was carried out under the guidance of Shri. Sandip Patil, Special Inspector General of Police (ANO) Nagpur, Shri. Ankit Goyal, DIG, Gadchiroli Range, Shri. Ajai kumar Sharma, DIG (Ops.) CRPF, Shri. Neelotpal, SP Gadchiroli & Shri. Jasvir Singh, Commdt. 113 Bn. CRPF. Shri Neelotpal, SP, Gadchiroli has assured that all necessary assistance would be provided to those willing to surrender and join the mainstream society, embracing the ways of democracy. Furthermore, he appealed to active Maoists to renounce the path of violence and adopt the path of peace and join the mainstream of development.
